Invitation to Bid Gaston County Health Department Pavement Rehabilitation
Sealed Bids will be received by Gaston County, until 2:00 p.m. on July 30, 2020 for the following Project: Gaston County Health Department Pavement Rehabilitation
The project consists of complete pavement and base removal and replacement of 17,645 SY of parking area at Gaston County Health Department facility on Hudson Boulevard in Gastonia, NC. The project includes removal and replacement of damaged curb and gutter and sidewalk as well as ADA site modifications.
Sealed bids may be mailed to the Public Works Director, Gaston County, P.O. Box 1578, Gastonia, NC, 28053-1578, or hand delivered to the Public Works Director, Gaston County Courthouse, Suite 1051, 325 Dr. Martin Luther King Jr. Way, Gastonia, N.C. 28052 prior to 12:00 p.m. on July 30, 2020. A bid may be hand delivered between 12:00 p.m. and 2:00 p.m. on July 30, 2020 but it must be delivered to Gaston County Courthouse, Public Forum Room No. 2172. It is the responsibility of the bidder to assure that his/her bid is in the office of the Public Works Director prior to 12:00 p.m. on July 30th or at the Public Forum Room before 2:00 p.m. on bid opening day. All bids will be opened and read in the Gaston County Courthouse, Public Forum, Room No.2172, 325 Martin Luther King Jr. Way, Gastonia, N.C. 28052 at 2:00 p.m. on July 30, 2020.
A pre-bid conference will be held in the east parking lot of Gaston County Health Department, 991 W Hudson Boulevard, Gastonia, North Carolina 28052 on July 7, 2020 at 10:00 a.m.
Each proposal must be accompanied by a cash deposit or certified check drawn on a bank or trust company insured by the Federal Deposit Insurance Corporation payable to Gaston County Board of Commissioners in the amount of five percent (5%) of the gross amount of the proposal or in lieu thereof a bidder may offer a bid bond of five percent (5%) of the bid executed by a surety company licensed under the laws of North Carolina to execute such bonds, conditioned that the surety will upon demand forthwith make payment to the obligee upon said bond if the bidder fails to execute the contract in accordance with the bid bond. Said deposit shall be retained by the Owner as liquidated damages in the event of failure of the successful bidder to execute the contract within ten days after the award or to give satisfactory surety as required by law.
No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of 60 days.
All bidders must be properly licensed under applicable laws of the State of North Carolina, at the time of bid submittal.
Gaston County has established a verifiable goal of 10% for participation by minority business in building construction contracts awarded pursuant to N.C.G.S. 143-128. Prospective Bidders should refer to the Supplementary Instructions to bidders for requirements concerning participation of minority subcontractors.
The Contractor shall comply with the Department of Labor Safety and Health Regulations for construction promulgated under the Occupational Safety and Health Act of 1970 (PL91-596) and under Section 107 of the Contract Work Hours and Safety Standards Act (PL91-54), or latest revisions.
The Owner reserves the right to reject any or all bids for any or no reason, and to waive informalities.
