Residential plans normally do not require an architect. If the proposed residence is unusually large and/or complicated it could require plans sealed by an architect or engineer. For commercial plans see the North Carolina Law and Administration Code.
If you are adding square footage or a bedroom, yes (residential). Other minor changes can usually be worked out with the field inspector. On a commercial project you need talk to the Field inspector first, if he determines that significant changes are to be made then additional plan review may be required.

The following items must be obtained or submitted prior to applying for the building permit:
- Zoning Permit from appropriate zoning office (if property is located within the City limits you will contact the City Zoning/Planning office; if property is not in the City limits then you can supply a plot plan with your building permit submission)
- Well & Septic Permits (if property will have a well and/or septic system installed)
- Erosion Control form (if disturbing less than 1 acre the Single Lot Form is acceptable, however if disturbing greater than 1 acre cumulative then you need to contact Gaston County Natural Resources)
- Lien Agent: you may obtain the lien agent by going to liensnc.com. This is needed even if the owner of the property anticipates performing all work for the project

A licensed General Contractor is needed whenever the project price is $30,000 or greater. The project price is what is agreed upon between the owner and the builder. Should the project price be less than $30,000 there is no requirement for a licensed General Contractor. These rules are put in place by the North Carolina General Contractor Licensing Board.
However, regardless of project price a licensed electrical, plumbing and mechanical sub-contractor is needed when applicable to the project.
The only exemptions to needing licensed individuals is when the Homeowner is acting in these roles when able to do so.
A building permit is needed for any structure that exceeds 12 feet in any dimension. This includes buildings that are built on-site or are delivered pre-built to your property. If the proposed structure is greater than 400 square feet then a permanent foundation is required.

Not required in single family residences for work costing less than $20,000 if no structural (load bearing) work is done, or if no work involving plumbing, mechanical, or electrical systems is done. Replacing plumbing fixtures without altering the trap or the drains or vents does not require a permit.

A mobile home is built to Department of Housing and Urban Development (HUD) standards. A modular home is built to North Carolina Building Code Standards. Both require a building permit, however a permit for a modular home requires plans to be provided with the permit request.
Vacant Properties: a well and/or septic permit is needed for any property that you wish to build on that does not have City water and/or sewer utility connections
Additions (commercial & residential): if property has a septic tank on-site then you must perform septic verification with the Gaston County Health Department

For commercial establishments, both new and existing, you must contact the Gaston County Health Department for an understanding if a permit is needed from their office. Examples of commercial establishments that would require a permit from the Health Department are as follows: food establishments, nursing homes, commercial swimming pools, etc.

All inspections must be requested online via the following link CSS (gastongov.com). From the Dashboard screen you will select the permit number and then the 'Inspections' button on the following screen. You will then be able to select the needed inspection(s)** and submit your request online.
Gaston County Building Permits & Inspections can typically accommodate a next-business day inspection so long as your request is made by 3PM the prior business day.
Also, any inspection needing to be cancelled can be done online prior to 3PM the prior business day. You will select the inspection number assigned to the requested inspection and then select 'Cancel'.

Gaston County Building Permits & Inspections currently has 3 forms of power:
- Saw Service: used during the construction process to power tools and other construction items
- Temporary-to-Permanent Power: this is an optional inspection that can be performed prior to all Final inspections being approved; since this is an optional inspection the General Contractor will have to complete the Temporary-Power-Application-PDF (gastongov.com) form and then upload a copy of the completed document to the 'Attachment' section of the building permit. A completed form will include all sub-contractors signatures, the General Contractors signature having been notarized and completed portion detailing why power is needed on the home. Please know that there is an additional $100 charge associated with this inspection that must be paid prior to scheduling the Temporary Power inspection.
- Final Power: Gaston County will approve for power to be placed on a structure once all final inspections are approved; if you opt for Temporary Power then the meter that was previously set by the energy provided will convert to permanent power

The Unified Development Ordinance was created to increase the development standards in the zoning jurisdiction of Gaston County. The UDO was developed with the municipalities to draft an ordinance that promotes highly consistent development processes. Planning is a local government function to achieve current and long-term land use goals. Comprehensive Plan Zoning is a tool of Planning and is implemented to achieve the Planning goals. An ordinance is set up to establish Zoning Districts to foster designations for certain types of development and / or uses (i.e. single-family homes, business parks, retail centers, etc.) and to establish regulations for each district such as setbacks, etc.

A zoning permit will be needed:
Chapter 13 deals with property subdivision. There are two different types of subdivisions: minor and major. Minor subdivisions involve five or fewer lots, no new streets, and no new public utilities. They can be approved by the Administrator. All other subdivisions are considered major subdivisions. They must first be reviewed by the Technical Review Committee (TRC) which makes recommendations to the Planning Board. The Gaston County Planning Board makes preliminary plat approval for major subdivisions. A Public Hearing with the Board of Commissioners is required for subdivisions exceeding two hundred fifty (250) lots. Table 13.8-1 summarizes the approval process for all plats. Q_Ch13_Subd

Failure to comply with any provision of this Ordinance is hereby declared unlawful. Any violation occurring once within a twelve (12) month period shall be considered a first offense. A notice of violation shall be issued by the Administrator and shall provide for a warning period as provided for in Section 18.5(C) to correct the violation. Upon the expiration of the warning period, the violator shall be subject to a civil penalty of one hundred ($100.00) dollars for each day that the violation remains on the property. Should a violation continue to exist by the twenty-first (21st ) day past the date of original notification, the County may seek to recover the penalty together with all costs by filing a civil action in the General Court of Justice in the nature of a suit to collect a debt. The collection of a penalty pursuant hereto shall not foreclose further proceedings for penalties coming due subsequent to the date of the filing of a prior proceeding. The provisions of this section may also be enforced through any other appropriate remedies as prescribed in Section 18.4 herein.
Any violation of reoccurring on the same property by the same violator more than once within a twelve (12) month period shall be considered a repeat offense provided the reoccurrence is a violation of the same Section of this Ordinance. A notice of violation shall be issued by the Administrator and shall have an immediate civil penalty of three hundred ($300.00) dollars. No warning period shall be granted since this provision applies only to violations that occur more than once in a twelve (12) month period and proper notice was given for the initial violation as prescribed under Section 18.5. For each day the repeat violation remains, the violator shall be subject to a civil penalty of three hundred ($300.00) dollars. Should a violation continue to exist by the seventh (7th ) day after such notification, the County may seek to recover the penalty together with all costs by filing a civil action in the General Court of Justice in the nature of a suit to collect a debt. The collection of a penalty pursuant hereto shall not foreclose further proceedings for penalties coming due subsequent to the date of the filing of a prior proceeding. The provisions of this section may also be enforced through any other appropriate remedies as prescribed in Section 18.4 herein. The project / job will be delayed if violations exist and it should be in your best interest to comply with the ordinance initially. Refer to Chapter 18 of the UDO for more information. Certain uses are subject to the issuance of a conditional use permit. The purpose is to ensure that a certain use is compatible with surrounding development and is in keeping with the general zoning district in which it is located. Such Conditional Use Permit is contingent upon the property owner meeting fair and reasonable conditions, associated with the issuance of a conditional use permit, that ensure the compatibility of the use with surrounding properties and promote the general welfare of the community. Parallel conditional use districts are established to consider situations where a particular use may be acceptable on a lot or tract of land but the other uses permitted in a general zoning district would not be acceptable. Such rezoning is made contingent upon the property owner meeting fair and reasonable conditions, associated with the issuance of a conditional use permit, that ensure the compatibility of the use with surrounding properties and promote the general welfare of the community. It is an application to amend the Ordinance to add or remove regulations. Any proposed amendment to the text of this Ordinance may be initiated by the governing board, Planning Board, by any owner of a legal or equitable interest in a piece of property located within the geographical boundaries of this Ordinance, by a local government agency, or by any other person in accordance with the procedures set forth herein. A variance is an adjustment to the regulations as listed in the UDO. Two different Boards hear variance cases. The Planning Board hears variances only for Chapter 13, subdivision regulations. The Board of Adjustment hears variances for all other chapters of the UDO. You will need to fill out the appropriate application, pay a fee, and submit with the required documentation. For subdivision variances refer to Section 13.7. Q_Ch13_Subd For all other variance issues refer to Section 5.14. I_Ch5_Permit_Approval
Except as provided herein, the Board of Adjustment shall hear and decide appeals from and review any order, requirement, decision, interpretation or citation made by the Administrator and apply such interpretation to particular fact situations. In addition, the Administrator may ask the Board of Adjustment to interpret the Official Zoning Map and to pass upon disputed questions of lot lines or district boundary lines and similar questions that may arise in the administration of this Ordinance. Refer to Section 5.13. I_Ch5_Permit_Approval Notwithstanding the above, any decision made by the Administrator relative to Chapter 13 shall first be appealed to the Planning Board per Section 13.6. Any such decision made by the Planning Board may be appealed to the governing board in accordance with Section 13.6. Refer to Section 13.6. Q_Ch13_Subd

Parking requirements exist to promote the safety of motorists and pedestrians. Parking requirements insures safer access to businesses, sufficient parking dimensions / capacities, and sufficient storage for recreational vehicles and boats. The Gaston County Board of Adjustment was established in 1992 by the Board of County Commissioners. It is made up of appointed volunteers to serve the citizens of the County in making decisions pertaining to zoning and land use ordinances. The Board of Adjustment hears and decides on:
The Board hears and reviews each application/request during a public hearing. Their decision is made by applying specific findings of facts to the testimony and evidence presented at the public hearing. The Board of Adjustment acts in a quasi-judicial status when making these decisions. This status precludes them from political pressure and lobbying prior to hearings since ex parte communications with the Board members is prohibited. The CHA is an important tool used to understand a community's health status and needs. Required for the NC Public Health Accreditation, this process identifies health needs, develop improvement strategies, allocate resources, and monitor progress over time.

A visitation center offers a safe place for families to visit with their children who have been removed from the home. Along with supervised visitation, parents have the opportunity to learn positive parenting skills and engage with their children through evidence-based techniques and programs like Strengthening Families.
The visitation center aims to treat and prevent. Therapeutic clinicians are available to provide trauma informed therapy to assist children with processing their experienced trauma. The visitation center also provides training to partners and the community to provide education on trauma, the opioid epidemic and related substance use, and other topics to aid in the prevention of trauma and its negative impacts.

The North Carolina Office of Minority Health and Health Disparities (OMHHD) has provided financial and technical support resources to the Gaston County Department of Health and Human Services (GC DHHS) to implement an agreement addendum designed to, "bridge the health status gap between racial/ethnic minorities and the general population, and advocate for policies and programs that improve access to public health services for underserved populations."
The Health Equity Team will have the opportunity to guide and assist in the implementation of Culturally and Linguistically Appropriate Services (CLAS) to reduce cultural and linguistic barriers to care and to promote health equity in our community.
Health equity work is gaining traction within public health entities across the country, and other counties have incorporated it into specific programs, departments, and for some, across their entire health department. GC DHHS has been chosen as one of 10 pilot sites for this 18 month project, and the implementation of CLAS standards will become required best practice for all NC health departments within 5 to 8 years.

You shouldn't notice any difference in your routine prenatal care. You will continue to go to appointments at Highland Health Center, Hudson or Summit Midwifery and High Risk Obstetrics. If you do have a need to go to the hospital or when you are ready for delivery, you will work directly with CaroMont Women’s Health Team of Obstetricians. We will still triage all calls and direct you to the right place.
Our providers will no longer work at the hospital after July 1st, 2019. We are phasing out the hospital work so that we can be in line with the model of care offered at all other health departments across the state. This also allows us to focus on your prenatal and postpartum care and continue providing the highest quality care possible.
Your prenatal care and post-partum care will continue to be provided by our outstanding team of midwives, nurse practitioners and physicians. This will not change your experience in the office for your routine visits; however, you may not meet the provider who delivers your baby before your delivery date.
Our current team of providers will continue to provide your prenatal and post-partum care in our current locations: Hudson, Summit Midwifery and High Risk, Highland Health Center.
One of CaroMont Women's Health team of Obstetricians or midwives will deliver your baby. They will have a copy of all of your prenatal information.
You are welcome to transfer to another practice; the important thing is for you to continue with prenatal care. Since we are still providing prenatal care, we are not able to refer you to another office, you must call and make this appointment yourself.
You will need to sign a release of information to have your records sent to another medical practice. Remember to always carry your white card with you.

The DHHS Board desires to reduce the harmful effects of smoking as well as eliminate the exposure to secondhand smoke for its citizens and any visitors. Policies or ordinances that prohibit where you can use tobacco products help those who are thinking of quitting to successfully quit the use of tobacco products. Tobacco-free or smoke-free policies help to protect others from the exposure to secondhand smoke as well as provide tobacco-free role modeling for our youth.
If you or someone you know is thinking about quitting, there is support. Smokers can talk to their healthcare providers about quitting and review the cessation options that are available through their health insurance. They can also take advantage of the free quitting support service, QuitlineNC at 800-784-8669 (800-QUIT-NOW ) or go to the QuitlineNC website.
We are not saying that people who are over 18 cannot smoke or use tobacco products. We are simply saying that they cannot do it in government buildings, grounds or parks as well as indoor public places (an enclosed area to which the public is invited or permitted).
Many laws and ordinances restrict behavior that was formerly legal: smoke-free bars and restaurants, seat belt laws, impaired driving laws. All of these have been proven to greatly and effectively protect public health.
Electronic cigarettes, vaping devices, and most e-hookahs contain cartridges with liquid nicotine. Nicotine is derived from real tobacco, because of this, the state of North Carolina considers e-cigs a tobacco product. E-cigarettes, vaping devices, e-hookahs or any electronic oral device that employ a mechanical heating element are included in this ordinance.
This is not just about exposure to secondhand smoke (which can occur outside if close enough to the smoke - if you smell it, you are being exposed), it is about role modeling a tobacco-free norm to our youth. 90% of adults started using tobacco before age 18. To reduce tobacco's toll on our community, we must influence kids not to start. When they experiment, they can become addicted to nicotine, setting them up for potentially serious health problems and other substance use disorders.
The best way to enhance enforcement is to inform the public of the new policy by providing adequate signage, public education and communication. Over time, it will become the norm for people to not smoke or use tobacco products in these particular places.
Not if you are on any government grounds or parks. You must go off of the property.
For the public who fail to cease using tobacco products can be punished by a fine of no more than $50. A citation may be issued by a sworn law enforcement officer (no court costs may be assessed). For business owners of public places who fail to comply after two written warning violations from a local health director may have imposed upon them an administrative penalty of not more than $200. Each day on which a violation occurs may be considered a separate and distinct violation.

Applications to register to vote can be found in most City and Town Halls, libraries and the Gaston County Administration Building. Existing NC Department of Motor Vehicles (DMV) customers may submit their voter registration application online through the DMV.
You can check your current voter registration information online. Please remember that you only have to register once. The only reason your voter registration would ever be removed without your request is due to you moving and registering in another county, death, going inactive for two federal elections or being convicted of a felony.
Regardless of the changes you want to make, there are two ways you can do this. The easiest is to find your Voter Registration Card, mark the changes you wish to have made, sign it and mail it to our office. If you don't have your Voter Registration Card, just download and complete an application and send it in. All changes must be made 25 days before an election.
This is your Voter Registration Card and it is so you can have a record of what information we have on file for you. If everything on the card is accurate, you just keep it for your information. If there are ever any changes that need to be made, just mark them on this card, sign it, and mail it in. It is already self addressed for your convenience. Please also note that your Voter Registration Card is not required to vote.
NC currently recognizes political parties: Democrat, Republican, and Libertarian. If you choose not to select one of these options as your political affiliation, then you will automatically be marked as "Unaffiliated." This means you are not a member of any political party. If you are a member of a specific party, you are allowed to only vote in that party's primary. Example: Someone who is a registered Republican may only vote in the Republican Primary. If you are "Unaffiliated" then NC does allow you to choose which political party's primary you would like to vote in, or you may opt to vote an Unaffiliated ballot. Once your vote is cast, you may not change it. No one, regardless of their affiliation, can vote in more than one primary.
If a party has a primary run-off, then members of that party may vote in it. If you were an unaffiliated voter who chose to vote in that particular party's primary, you too are able to vote in the run-off. Members of a different political party, or unaffiliated members who chose to vote in a different party's primary, may not vote in the primary run-off.

You can find your jurisdictions listed on your Voter Registration Card. You may also find your jurisdictions by doing a public search for your voter information. If you are still unsure, you can call the office at 704-852-6005 and have a staff member help you.
Every time the voter makes any change to their voter information, the board of elections will automatically send a new Voter Registration Card. You do not send this card back to the board of elections office. If this Voter Registration card is returned as undeliverable, then a Confirmation Card is sent to the voter. Confirmation cards must be completed, signed and sent to the Gaston County Board of Elections office.
Every time you change your address with the post office, but fail to change your address with the board of elections, you may receive a National Change of Address (NCOA) card. This is prompted when the elections office and the post office compare addresses and see there is a discrepancy. To avoid this, make sure you change your address every time you move with both agencies.

If you are a landowner or renter of an existing agricultural operation that has been operating for more than three years, you are eligible to participate in the Agriculture Cost Share Program.
The Agriculture Cost Share Program is successful because of the grassroots efforts of your local soil and water conservation district. The Gaston Soil and Water Conservation District works with agricultural landowners and renters to:
The NC Division of Soil and Water Conservation provide administrative and technical assistance to the Gaston Soil and Water Conservation District. The division gives final approval to cost share contracts and processes requests for payments to farmers participating in the program.
Submit an application to the Gaston Soil and Water Conservation District. The applications are ranked based on resource concerns identified in the county. Applicants can be reimbursed up to 75% of a predetermined average cost for each BMP installed. The applicant is responsible for 25% of the costs. This may include the use of existing material and labor.
There are some cost-share and acreage restrictions depending on the BMPs used, the type of operation involved or policy set by the Gaston Soil and Water Conservation District or the NC Soil and Water Conservation Commission. Cost-share incentive payments are also available to encourage the use of certain agronomic management practices.
Eligible landowners may include homeowners, businesses, schools, parks, and publicly owned lands.
The effect of rapid urbanization on water quality becomes important as Gaston County's land use continues to change. CCAP can help educate landowners on water quality, stormwater management, and retrofit practices to treat stormwater runoff.
Interested landowners may apply to the Gaston Soil and Water Conservation District for financial and technical assistance for the installation of BMPs to protect water quality. Applications are ranked based on local water quality priorities and, if eligible, a conservation plan is prepared. Landowners may receive financial assistance of up to 75% of the pre-established average cost of the BMP.
The Soil and Water Conservation Commission annually allocates 100% of available BMP funding for all approved CCAP BMPs through a competitive regional application process.

Landholders who own or manage land in Gaston County. The NC Department of Transportation also receives BMAP services along its rights-of-way statewide.
Assistance to Landholders, both public (municipalities) and private (residents, businesses), landholders in Gaston County may request BMAP services.
Assistance to NCDOT, due to health and safety concerns related to flooding along roadways, NCDOT pays to receive BMAP services statewide. NCDOT projects receive priority, especially if water is going over roads or water is threatening to reach the road within the next twenty-four hours. Services to NCDOT are funded separately; Gaston County participation fees do not go toward projects along NCDOT rights-of-way.
The administrative authority for BMAP rests with NCWRC, but enabling legislation allows NCWRC to transfer program administration, upon agreement, to Wildlife Services, view the G.S. 113-291.10. Presently, Wildlife Services administers BMAP according to a plan developed by the Beaver Damage Control Advisory Board (the Advisory Board) and approved by NCWRC. The administration of BMAP follows the state fiscal year, July 1 to June 30.
The Advisory Board is composed of representatives from nine state and federal agencies and non-governmental organizations. It meets at least once annually to review the previous year’s accomplishments and to make recommendations for the coming year.

Gaston County Parks and Recreation's Adopt-A-Park Program is designed to encourage the community be hands-on in helping keep Gaston County parks clean, safe and attractive. This program provides citizens, citizen groups/agencies and organizations an opportunity to contribute to the County by "adopting" a park, and agreeing to improve it through litter pick-up, maintaining flower beds, painting, spreading playground mulch and other beautification projects. The program allows people to take ownership in their community promoting pride, appreciation and awareness. Gaston County Parks and Recreation manages over 800 acres of parkland in 19 parks. The assistance we receive from adopters is greatly appreciated as we make every effort to care for our natural resources.
The Adopt-A-Park program is open to individuals, youth groups, neighborhood associations, civic groups, faith based organizations, athletics organizations, service organizations, schools (groups and teams) business and other community organizations throughout Gaston County that have an interest in improving our parks.
Adopting individuals/organizations are asked to make a one-year commitment to completing a minimum of four projects per year. Each year, the adoption commitment begins at the beginning of a quarter (January 1, April 1, July 1, and October 1) and lasts for a period of one or two years. Applications may be taken anytime during the year and the number of expected cleanup projects may be prorated according to the adoption approval date. It is the responsibility of the Adopt-A-Park's contact person to organize the projects and log volunteer service hours; log sheets and projects report forms will be provided by Gaston County Parks and Recreation. The contact person is also responsible for the following:
Groups, individuals or organizations interested in performing special projects that will materially change their adopted space, such as landscaping or facility improvements, should be submitted to the Parks and Recreation Department in writing at least one month in advance of the desired project date. We are excited that you wish to improve the park and we want to work with you to ensure that your efforts leave a lasting positive effect. The appropriate County departments will review your request to ensure that the project complies with applicable safety, environmental, and legal restrictions, that it is consistent with the overall design, use, and maintenance of the park or trail, and that the date does not conflict with activities scheduled for the facility. The Parks and Recreation Department will respond to your organization with required guidelines for that special project.
Gaston County Parks and Recreation provides trash and recycling bags, recycling information, safety guidelines, and trash removal. It is suggested that volunteers wear work gloves, long pants and boots.
A service a sign will be displayed in a prominent part of the adopted park acknowledging your organizations/individual service to the parks. Adopters can also be issued Certificates of Appreciation, have their agency/organization or individual name highlighted on Gaston County Parks and Recreation website and letters of recognition written on behalf of the adopter by the department's director.
If you are a group, appoint a contact person to ensure clear communication. Contact the Parks and Recreation Department to discuss the parks and trails currently available for adoption and any questions you may have about the program. Complete the Gaston County Adopt A Park Registration Form (PDF) for the specific park or trail you wish to adopt. Register your volunteers, contact the Parks and Recreation Department to schedule your first event, and reserve any equipment or supplies you may need. At the event, review the Safety Guidelines and instructions for where to leave trash and recycling with your volunteers.

Throughout this academy, participants are encouraged to ask questions and discuss topics with Department personnel. Participants over the age of 18 can also participate in a police officer ride-along program where they spend a shift riding with an officer on patrol. The Academy is designed to increase understanding between citizens and police officers through education. Our intent is to acquaint citizens with law enforcement's role in the criminal justice system, and provide an understanding of the tasks police officers face in their daily work. With better understanding, it becomes easier for police and citizens to find realistic solutions to neighborhood problems.
The instructors are officers and personnel from the Department who teach in their own areas of expertise. Each has years of training and experience in the subject. The officers also bring street experience into the classroom.
The Citizen Police Academy is open to adults and young people ages 16 years of age and up.

Appointment Based intake is a form of managed intake to better serve the community and the animals in our care. With this type of intake process, the citizens that are faced with relinquishment of their pet will have a qualified shelter personnel assist with any pet related concerns and provide rehoming resources for those who do not want to surrender the pet to the shelter. The staff will ask important questions to determine the reason of relinquishment and your pet's information. The staff will then provide you with resources on rehoming your pet, spay/neuter resources, and other pet related resources that may help prevent surrender of your pet to the shelter. The staff will then schedule an appointment for the shelter staff to follow up with the owner the following day to help manage the pet population in the shelter to increase the chances of a suitable outcome for the pet.

Gaston County Animal Care and Enforcement requires all citizens to show proof of residency in Gaston County along with you legal identification. Forms of legal identification that are accepted are a valid NC driver's license with your Gaston County address, a valid passport with your Gaston County address, or military ID with your Gaston County address.
Your pet's veterinary records are also appreciated. A complete medical history of your pet allows the shelter to properly place your pet in a new home or rescue.
To ensure the best care of the animals through proper management of the population in the shelter, scheduling an appointment is needed. This will allow the shelter to increase the chances your pet will not be euthanized due to limited resources and to decrease euthanasia for space which is not an acceptable reason to euthanize an animal.

Animal Care and Enforcement does provide free of charge, humane euthanasia for animals at the end of their life. However, the decision to euthanize any animal is at the discretion of the Veterinary team at the Animal Shelter. Animals not exhibiting life threatening conditions, and without documentation from a veterinarian, may be denied euthanasia. Owner surrender may still be an option for the animal owner. Though an appointment is not required, scheduling an appointment will decrease the incident of a long wait time during this difficult time. We offer humane euthanasia services Monday through Friday from 11 am until 4 pm.

If you are getting a passport for the first time or if your passport was issued more than 15 years ago (expired more than 5 years) then you will need to apply for a new passport in person. All minors under the age of 16 and anyone who has not obtained a passport as an adult will also need to apply in person.
We ask that anyone needing to come for passport services make an appointment in advance. We are currently booking appointments as much as 2 months ahead of time, so planning ahead is essential. Each passport requires an application fee paid by check or money order only made out to the U.S. Department of State. These fees vary depending on the age of the applicant, the speed of processing, and the type of document ordered. Adult fees start at $130 and minor fees start at $100.
A separate fee of $35 is paid to our office by cash or card. Photo services are also available for an additional $15.

Once your passport application is received by the Passport Agency (not our office), routine processing is taking between 10 and 13 weeks. Expedited processing is taking 7 to 9 weeks. This time frame does not include shipping time from our office to the Passport Agency or shipping time to your home from the Passport Agency.
If you have documented, urgent travel plans that require a passport in less than 13 weeks, look for the State Department's urgent travel information to see if you qualify for faster processing. We cannot offer any faster processing in our office, but we can advise you of possible options by phone at 704-862-7685.

There is currently no option to obtain a passport for free or a reduced price. There may be some on social media who claim that you can get a free passport if you are a Medicaid, Medicare, or SNAP benefit recipient, but this claim is false. Everyone, regardless of financial status or extenuating circumstances, must pay the same fee amount and fees paid to the U.S. Department of State for a passport are nonrefundable. There is no form or waiver for reducing or eliminating the fee requirements.

While it is possible to go from forestry to agriculture/horticulture, it is not possible to immediately transition. To qualify for agriculture/horticulture classification, an income of $1,000 average gross income must be made over a three (3) year time span prior to the application date. However, transitioning from agriculture/horticulture to forestry can be done immediately as long as the forestry requirements are met: a minimum of 20 acres in production of trees, a forestry management plan being in place by January 1 of application year, and the ownership requirement being met.
A forestry management plan is a written plan for the property setting recommendations and instructions from a forester. The plan should include a map of the property which distinguish different areas based on different recommendations and a timeline as to when practices should be carried out or reassessed by a forester. If applying for the forestry classification in the PUV program, the plan should be in place by January 1 of the application year.
To see about getting a forestry management plan, a forester of your choice must be contacted. Anyone who is knowledgeable and is qualified to create a forestry management plan is able to, it is not limited to one person.
Our office likes to send out Compliance Review Forms to give the property owners a chance to give us an update so that we are able to keep up to date files on the properties in the PUV program. A Gap Property Tax Notice is a tax bill that covers the months between the expiration of a vehicle’s registration and the renewal of that registration or the issuance of a new registration. Taxes are based on a 12-month year, therefore the taxes due are adjusted proportionately downward if the number of Gap Months Billed is less than 12 months and upward if the number of Gap Months Billed is more than 12 months.
Your vehicle was broken down and sits for 6 months and while repairs were made the tag expired. You were unable to renew the registration and pay property taxes because the vehicle could not pass inspection. Now the vehicle is back in operation you have registered it and been issued a current tag. The vehicle had a “Gap” in the registration while it was sitting waiting for repairs. The Gap Property Tax Notice will be for the months in between when the tag expired and the new registration was issued.
