provides administration, planning, development and reconciliation of Gaston HHS’s $45 million dollar budget. This includes all financial activities such as payables and receivables, program cost reporting, reconciling revenues, and analysis and statistical reporting that qualifies the county to receive reimbursement through various federal, state and other funding sources. We have nine different cost centers within our budget with multiple sub-cost centers for specific program cost activities and line item budget categories.
Administrative Support Services coordinates agency-wide support activities, including all specialized clerical services, data entry, reception functions; monitoring leased equipment contracts; inventory management; telephone system requirements; state security compliance; all records management and disposition requirements; service requests; and safety requirements. We have 20 clerical staff, 4 clerical supervisors and 1 coordinator supporting all 4 floors and 358 staff.
Child Care Subsidy Services is a service-oriented program that is administered by the Division of Social Services. This program purchases child care services for low income and other eligible families. Social Services Child Care staff determines if families are qualified for child care services based on state and federal rules and requirements. Parents are eligible for subsidies if their gross income is less than or equal to 75% of state median income for the family size and they are working or attending school. Parents may need child care for one of the following reasons: to maintain employment or seek employment, pursue education or job training that leads to employment, Child Welfare Services, Child Protective Services or to meet the child’s developmental need. In addition, eligible parents are required to pay a portion of the cost of care based on family size and countable income. Child Care is paid based on the child care provider’s star rating and the state market rate set by the state for each county.
Human Resources serves as a liaison for our employees, processing all personnel paperwork with the Gaston County Human Resources office. This includes coordination of timely submission for performance evaluations, job task analysis, FMLA paperwork, personnel action forms, level changes, , staffing requisitions, position justification, posting vacancies, qualifying applicants, processing applications and routing to appropriate division, leave adjustments, schedules interviews and drug screens, maintains all personnel files, conducts in-house orientation for all new hires, and all other personnel related functions.
The Shelter of Gaston County provides a 24/7 safe emergency residence where victims of domestic violence can seek shelter when faced with violent and dangerous situations. Services include clinical counseling, court advocacy, in-house children’s program, support groups, information and referral, community education, transitional housing, case management, and transportation. Community outreach and education is also a vital activity aimed at reducing domestic violence in our County. The Shelter has one program coordinator, a licensed clinical social worker, case manager, bilingual case manager, shelter outreach specialist, crisis line coordinator, transportation assistant, child care assistant, and various evening and weekend relief shelter operators. The Shelter also has an Advisory Board consisting of 14 members. We currently have 76 volunteers who provide meals, assist with donations, and work with our residents.
